SMS Made Accessible

Background

The International Civil Aviation Organization (ICAO) adopted the Annex 19 in 2013 and made the Safety Management System (SMS) mandatory for all contracting states from 2014. The Standards and Recommended Practices (SARPs) in this Annex are intended to assist States in managing aviation safety risks.

Since then, international and national authorities have issued rules and regulations to implement such systems for all stake holders and organisations involved in aircraft design, production, maintenance, operation and training.

Naturally, SMS was first implemented in aircraft operations. Finally, at the end of 2022 the European Union Aviation Safety Agency (EASA) introduced SMS into the Annex I Part 21 and consequently into aircraft design organisations (Subpart J) and production organisations (Subpart G), to become effective in March 2023.

Impact

In these rules, responsibilities and accountabilities have been newly defined, and Just Culture made the basis of enhancing overall management principles and safety awareness.

For most organisations, this will result in the most radical and severe change to their way of working with the Part 21 for the last 20 years.

To ensure businesses implement the new regulations effectively, significant changes and new measures will have to be established and maintained, starting with defining and adopting policies and management principles.
